In order to support and promote the high-quality co construction of the “the Belt and Road”, further promote the development of international railway intermodal trains, and improve the efficiency and facilitation of the rapid customs clearance of import and export goods in domestic railway sections, the General Administration of Customs has decided to optimize the business model of rapid customs clearance by railway (hereinafter referred to as “Express”). Relevant matters are announced as follows:1、 The consignees or agents of import and export goods, as well as the responsible persons of inbound and outbound transportation vehicles, can apply for express delivery services through the “single window” of international trade.2、 The consignee (or its agent) of imported goods or the person in charge of inbound and outbound transportation vehicles shall transmit the information of the import goods express application to the customs before the transmission of the tally report.General Administration of CustomsThe shipper (or its agent) of export goods or the person in charge of inbound and outbound transportation vehicles shall transmit the information of the export goods express application to the customs after the electronic data of the pre configured manifest is stored and before the customs at the place of departure handle the customs declaration procedures.The person in charge of inbound and outbound transportation vehicles or the operator of customs supervision workplaces shall transmit electronic railway manifest data such as information on the loading of inbound and outbound express goods, information on the arrival of inbound and outbound express goods, and arrival reports to the customs.The filling specifications for the application information data items of inbound and outbound express goods, the transportation information data items of inbound and outbound express goods, the arrival information data items of inbound and outbound express goods, and the railway inbound and outbound express customs clearance data items are detailed in the attachment.3、 The consignor or agent of import and export goods can apply to the customs of the destination (place of departure) for the consolidation of manifest and the division of manifest procedures.4、 If the goods of Kuaitong meet the conditions for changing the manifest, the person in charge of the inbound and outbound transportation vehicle can apply to the customs of the destination (place of departure) to modify the electronic data of the original manifest and pre configured manifest.5、 If it is necessary to break the seal and tidy up or replace the container during the transportation of Kuaitong goods due to reasons, the person in charge of the inbound and outbound transportation vehicles shall notify the customs at the destination (place of departure). After verification and approval by the customs at the destination (place of departure), coordinate with the customs at the destination to supervise the replacement and notify the customs at the destination (place of exit) in writing.
