What certifications are required for lithium battery (live) products to be exported to overseas markets smoothly?

The U.S. Consumer Product Safety Commission (CPSC) announced an emergency recall of Ancheer brand AM001907 electric bicycles sold on various platforms due to concerns that lithium-ion batteries may explode and burn consumers. The CPSC said the recall amounted to 22,000 vehicles.

Since 2016, this model of bicycle has been sold on major platforms, including Amazon, Walmart, eBay, Sears, Wish, Rakuten, AliExpress, Anhill and Newegg. Combined with the questions of cross-border sellers, here is a summary of the certification time points required for the export of battery products.

Before the product is put on the shelves-MSDS manual, UN38.3 test report, apply for air and sea certification

The full name of MSDS: Chemical Safety Data Sheet, also known as SDS. Documents that need to be provided to customs when product logistics is cleared.

UN38.3 refers to Section 38.3 of Part 3 of the “United Nations Manual of Tests and Criteria for the Transport of Dangerous Goods” specially formulated by the United Nations for the transport of dangerous goods. According to the relevant provisions of the International Air Transport Association’s “Dangerous Goods Regulations”, the operating specifications for rechargeable lithium batteries, namely UN38.3 (UNDOT) testing, have been formulated. The safe transportation of lithium batteries must have a test report that meets the requirements of UN38.3, and a cargo transportation condition appraisal report that proves compliance with the new version of DGR and IMDG rules.

The General Administration of Civil Aviation issued the “Lithium Battery Air Transport Specifications” to various air transport companies, clearly requiring that lithium batteries must pass the UN38. The lithium battery can only be accepted and transported under the premise of UN38.3 conformity report and transportation appraisal certificate.

Compliance review in the sales process – battery exemption form, FCC certification

In the middle of the sales process, you will also receive an email from the platform to remind you that you need to provide FCC certification. The FCC-ID certification cycle is relatively long, and the seller needs to prepare 2-3 weeks in advance.
