2. Who may lodge an ATLAS declaration
ATLAS is the German electronic import environment. The declarant needs the right to file and a complete data set: parties, commodity codes, values, transport document, and previous documents where required. A China salesperson cannot type a release from WeChat. Your forwarder’s German agent either files, or your own broker files. Name that choice on the booking.
3. EORI is the first gate, not a later formality
An Economic Operators Registration and Identification number is how the Union system recognizes the importer. First-time buyers sometimes learn this after cargo is already at Bremerhaven. 4. ICS2 happens before Zoll debates the duty line
Entry summary data must be available as the goods approach the European Union. Wrong consignee names, empty commodity text, or house bills that do not match the master create holds that look like mysterious customs. The repair is a complete invoice and a disciplined house bill while cargo is still in China. Security filing is part of clearance even when no duty has been calculated yet.
5. Commodity codes are the duty machine
Germany applies the Union tariff through the heading you declare. Binding tariff information exists for operators who need certainty on repeat SKUs. Guessing a code because a competitor used it on a marketplace listing is how files stall. Duty depends on HS code and on the customs value. No article can print a single duty for all China goods without lying.
6. Duty versus 19 percent import VAT
Duty is a customs debt that may be zero or material depending on the heading. Import VAT is commonly 19 percent at the standard rate and is a tax accounting event. Some operators use postponed accounting where they qualify; others pay at import. A clearance plan that only mentions freight is unfinished. Put both debt types on the pre-alert so finance is not surprised.

7. Preferential origin is not automatic because goods left China
Many China-origin industrial and consumer goods have no useful preference into the Union. Do not invent a statement of origin to cheapen the ATLAS line. If a real preference exists for a specific heading and origin story, the certificate must match the goods. False preference is more expensive than paying the ordinary duty.
8. Invoice standards German officers actually use
They want a seller, a buyer, a date, a unique number, a description a human can classify, quantities, values, currency, and delivery terms. They do not want a QR-only shop export or a screenshot. 14. Hamburg and Bremerhaven terminal holds
Once a container or LCL lot is selected for examination, the free-time clock still matters. Appoint a broker who can present documents the same day. Port delivery buyers must have that broker already. DDP buyers must confirm the destination agent is that broker. Terminals will not wait for a China office to wake up if the query lands in the German afternoon.
15. Inland clearance after Rotterdam or Antwerp
Goods that enter via a Low Countries port may move in transit to a German inland office or be cleared at the first port depending on the design. Your quotation should say where ATLAS will be lodged. Importers who only memorized Hamburg as the story are confused by an Antwerp arrival notice. Confusion becomes storage.
16. Air freight at FRA, Munich, and Leipzig
Airport releases are faster on the clock and less forgiving on document quality. Airlines and handlers still need a matching AWB. Planning air door-to-door around 5-12 days, or express around 3-7 days, assumes the ATLAS file is ready when the flight lands. A missing EORI at FRA is the same problem as a missing EORI at a seaport, only more expensive per kilo.
17. Rail arrivals at Duisburg and Hamburg ramps
Rail cargo still needs a declaration and a tax story. The 15-22 day planning band to Duisburg or Hamburg plus last mile does not include a week of unanswered Zoll questions. Ramp storage is a real cost. Treat rail as an import, not as a domestic Chinese truck that happens to cross a long distance.
18. Fiscal representation and VAT deferment are design choices
Some non-resident importers use a fiscal representative. Some established companies use postponed VAT accounting. These are legal setups, not freight add-ons a clerk can switch on for one carton. Decide the model with your tax advisor, then tell the forwarder. Mixing models mid-file is how 19 percent VAT is paid twice in spirit if not always twice in cash.
19. Inspection, sampling, and the storage clock
Physical checks take calendar time. Sample destruction, lab holds, and second presentations are not covered by a cheerful transit band. Sea FCL port-to-port around 27-40 days and LCL around 32-50+ days already assume a clean release. Add buffer when the product family is sensitive. Budget a storage line so a check does not become a cash emergency.
20. What a China forwarder must finish before cutoff
Upstream work is where German clearance is won: consistent invoice and packing list, usable HS candidates, wood compliance, battery declarations, and a consignee that exists. 21. DDP operators and your own broker are two clearance designs
Under DDP, the operator’s agent typically lodges ATLAS inside an agreed importer model. Under port delivery, you or your broker lodge it. Both can be lawful. Problems start when each side thinks the other filed. Write the design on the quotation. Do not discover it on a Hamburg email that begins with a storage warning.
22. How clearance delays rewrite the transit story
A clean FCL can still sit after berthing. Your commercial promise to a German retailer should use bands plus a clearance buffer. Air cannot rescue every sea hold; sometimes the hold is legal, not nautical. Communicate ATLAS status as a first-class event, equal to departure and arrival.
