China to USA commercial shipments move on paper as much as they move on vessels and flights. A clean carton table with a toy invoice still becomes an exam. A pretty ocean rate with late ISF data still becomes a hold.
This 2026 document guide is for importers who want the file to match the cargo. Xinhan Logistics will not invent values, HS codes, or a prettier seller name after cutoff. We will tell you which papers the mode actually needs.
Send the commercial truth. CBP reads the invoice, not the marketing site.
1. Build one document pack for one shipment
The invoice, packing list, and booking data must tell the same story: same pieces, same weights, same buyer, same values. When they disagree, the destination clock starts working against you.

3. Commercial invoice: write it for an officer, not a catalog
Name the seller, buyer, currency, Incoterm, quantities, unit values, and a description that can be classified. ‘Parts’ on a named consumer SKU is how exams start. Related-party values need a story you can defend.
Do not reuse last year’s invoice with new cartons and old prices unless those prices are still true.
4. Packing list: the carton table in official clothes
List carton counts, net and gross weight, dimensions, and marks that match the cargo. If SKUs are mixed, say so. If batteries or wood are present, say so.
A packing list that only says ’20 cartons tools’ is a delay waiting for a scale.
5. Cost follows document quality
Exams, re-files, storage, and missed last free day are document fees with other names. The cheapest ocean in the thread is expensive if the invoice cannot be entered.
Budget time to fix papers before you budget another USD off the ocean line.
6. Transit time follows the same papers
ISF has a clock before vessel loading on ocean files. AMS and airline cutoffs have clocks on air files. Late papers roll cargo even when the truck already left the factory.
Documents are part of ‘how long’, not an afterthought for the broker.
7. DDP versus port delivery changes who holds which paper
On a port file, your US broker still needs a complete entry pack. On a written DDP file, the named party still needs the same truth; only the commercial wrapper changes.
DDP does not legalize a fantasy invoice. It just decides who files it.
8. LCL versus FCL changes marks, not honesty
LCL needs marks that survive CFS handling and a packing list the destination warehouse can find. FCL needs a stuffing record and a seal that matches the bill of lading.
Neither mode lets you skip the commercial invoice.
9. Packaging papers sit next to the cargo papers
ISPM-15 certificates or marks for wood, MSDS and UN data for batteries, and brand authorization when the marks on the carton would otherwise look like an IP problem.
If the carton claims a famous brand you do not own, the document pack is already in trouble.
10. US customs papers you should expect
Importer number, bond, HTS classification, country of origin, and any PGA data the product family needs. Ocean files add ISF. Some goods add FDA, CPSC, or other agency questions.

11. Common document mistakes
- Invoice values that do not match the payment you actually made
- Packing list carton counts that do not match the photos

- Letting the factory email a new invoice after onboard

12. How to choose who prepares the pack
The seller should issue the commercial truth. The forwarder should refuse a pack that cannot be entered. The importer should own classification decisions they will sign.
A desk that ‘will fix papers later’ is selling a future exam.
13. How Xinhan Logistics reviews a pack
We check that invoice, packing list, and carton table agree, that battery or wood flags are visible, and that the named place on the quote matches the named place on the papers.
If they do not agree, we stop and ask. We do not ‘keep the sailing’ by inventing a line.
14. Quote checklist: papers we need to price honestly
- Draft commercial invoice or a product list with values
- Carton table with L × W × H and kg
- Origin city and destination city or port
- Incoterm and who is Importer of Record
- Any battery, food, wood, or brand flags
15. What this article will not publish
No fake HS code table for ‘all China goods’. No sample invoice with invented values. No promise that CBP will accept a template you downloaded from a random blog.
Send the real product story and ask what the file still needs.
16. Peak season does not relax document clocks
When terminals are busy, late ISF and messy invoices wait in a longer line. Peak is the worst time to ‘fix it after onboard’.
Freeze the pack earlier than you think you need to.
17. Insurance claims need the same papers
A claim without invoice, packing list, photos, and a clean bill of lading is a story. Keep the document pack and the damage photos in one folder.
Insurance is not a second chance at a toy invoice.
18. After arrival, the entry pack is the remaining clock
Arrival notice, delivery order, ISF match, and broker data decide last free day. If the destination team is still asking ‘what is in the box?’, you already lost days.
Send the pack before the vessel arrives, not after the chassis is billed.
19. E-commerce labels are extra papers, not replacements
FBA shipment IDs and carton labels do not replace a commercial invoice. They sit on top of it. If you only send Amazon labels, you do not have a customs file.
Say FBA if it is FBA. Still send the commercial truth.
20. Keep one owner so versions do not fork
When the factory, the trading company, and a silent forwarder each email a different invoice, CBP gets the worst one. One desk should hold the version that will be entered.
Xinhan Logistics will name that version. Two ‘final’ invoices is zero invoices.
21. Surcharges created by paper failures should be named
Amendment fees, exam fees, storage, and re-file charges should appear as words after they happen. Ask how they are billed before you book.
A desk that only talks about ocean never wants to talk about paper.
22. Related-party and first-sale stories need extra pages
If the seller is related to the buyer, or if you want a first-sale value, do not hide that in a footnote. Entry needs a story you can defend.

23. Certificates that actually belong on some files
Certificate of origin when a program needs it, fumigation or wood marks, battery test summaries, and any agency certificates the product family already has. Do not add decorative certificates that contradict the invoice.
Extra paper that lies is worse than missing optional paper.
24. Score the first entry against the pack you sent
If CBP asked questions the invoice should have answered, fix the template before the next PO. If the desk changed values without telling you, that is a different problem.

25. Close with a real document review
Send product name, packed dimensions, gross weight, origin city, delivery city, and the draft invoice. That is how China to USA documents become a file.
A reply that says ‘docs are standard’ without reading your invoice is a brochure.
26. Do not translate the cargo into a safer-sounding product
Calling a lithium power bank ‘plastic gift’ does not make it a plastic gift. Calling a wood crate ‘no wood’ does not remove ISPM-15.
The document pack should match the carton. The carton should match the product.
27. Name the Importer of Record before you book DDP
DDP without a named importer is a slogan. Write the legal name, the importer number plan, and who signs the entry story.
If you cannot name the importer, you cannot yet name the document pack.
28. Version-control the invoice like you version-control the PO
If the factory sends invoice Rev 3 after ISF already used Rev 1, you have two legal stories and one container. Put a version on the invoice and freeze it before advance data is filed.
Xinhan Logistics will ask which version will be entered. ‘The latest one in WeChat’ is not a version.
29. Marks, seals, and photos are documents even when they are pictures
A seal number that does not match the bill of lading is a document problem. Carton marks that do not match the packing list are a document problem. Store the photos with the PDF pack, not in a personal phone album.
When a claim or an exam starts, the pictures are the fastest papers you have. A desk that never files them cannot help you later.
30. Broker packets should leave China complete
Do not plan to ‘send the rest when the boat arrives’. The rest is usually the description, the values, or the PGA flag. Those are the pieces that create holds.
A complete packet before sailing is how last free day stays boring. Xinhan Logistics will tell you what is still missing instead of filing optimism.
A China to USA document pack that exists in three inboxes does not exist. Pick the version that will be entered, put a date on it, and stop accepting poetic rewrites from the factory the night before cutoff.
ISF, the invoice, and the packing list should be able to sit on one page without arguing. If they argue, the hold is already being written. Xinhan Logistics will stop the booking rather than file the argument.
Repeating SKUs deserve a one-page legend: classifiable name, usual flags, usual marks. If every PO looks like a first shipment, you are paying first-shipment risk on a program.
Certificates that contradict the invoice are worse than missing optional paper. Wood marks, battery summaries, and brand letters should agree with the carton. Decorative certificates downloaded from a random blog do not help CBP and they do not help last free day. Send the draft pack with the RFQ so the missing page is found in China, not at last free day.
