DDP on a China-to-Europe lane is a named-place product, not a slogan. Xinhan Logistics treats Delivered Duty Paid as packed-to-door work to a stated address, with duty and VAT in the agreed scope. Write the named place, the unloading limit, and who files the entry before anyone talks about a rate.
This working file covers who pays duty and VAT, who is importer of record, what is excluded, and when DDP is refused, including EORI, VAT planning bands, IOSS for B2C, and duty by HS. Sea DDP packed-to-door often runs about 5 to 8 weeks. Air DDP often runs about 5 to 12 days. Destination clearance is often 1 to 7 days if papers are clean. Storage after free time is a cost killer. Bands below are not live freight tariffs.
1. What DDP Means on a China-to-Europe Booking
Under Incoterms, DDP means the seller delivers goods, cleared for import, to a named place and bears cost and risk to that point, including duty and tax as written in the contract. Xinhan Logistics uses DDP as packed-to-door carriage and clearance with duty and VAT in the agreed scope. Confirm the invoice Incoterm matches the booking. Name it in one line: DDP to company, street, postcode, city, country, plus unloading notes.
2. Named Place: The Address Is Part of the Product
The named place is not “Europe” and not “Germany warehouse.” Send legal company name, street, postcode, city, country, receiving contact, hours, and whether a tail-lift or forklift is available. One named place per booking is the clean method. If you need two doors, book two files or a confirmed split with extra days and cost in the estimate.
3. Who Pays Import Duty and VAT Under DDP
On a true DDP booking, the party selling DDP is responsible for import duty and import VAT to the named place, within the written scope. Xinhan Logistics builds those lines into the all-in plan when DDP is confirmed, using the HS data and invoice value you supply. DDP does not legalize an understated value. Typical member-state standard VAT rates often sit in a planning band of about 19 to 27 percent. That band is for cash-flow planning, not legal advice. Duty is separate and follows the HS code.
4. Who Acts as Importer of Record
Importer of record is the party in whose name the customs entry is made. Do not assume the forwarder is importer of record because the term is DDP. On many Europe DDP files the buyer’s company remains importer of record and an agent files using that EORI. Xinhan Logistics will state who files the entry and whose EORI is used. If that line is blank, the file is not ready.
5. DDP Compared With DAP and Port Delivery
DAP typically delivers to a named place with import duty and VAT still for the buyer. Port delivery stops earlier: the consignee or their broker takes over at terminal or CFS. DDP pushes duty, VAT in scope, clearance, and last-mile into one working file. DAP or port can work if the buyer has a broker who answers the same day. Choose by who can actually clear and receive. Xinhan Logistics will quote both styles when cargo data is complete.
6. What Xinhan Logistics Usually Puts in a DDP Quote
A usable DDP estimate is built from cargo data, not from a generic Europe rate card. Scope often includes origin handling or pickup as agreed, export in China, ocean or air main freight, destination handling in the plan, clearance support, duty and VAT estimated from your HS and value, and delivery to the named place. We do not publish a live “today DDP per kilogram” tariff. Send product name, packed dimensions, gross weight, origin city, and delivery city. Flag batteries, liquids, brands, or wood packing in the first email.
7. What Is Commonly Excluded From DDP
Exclusions must be written. Typical exclusions unless the booking says otherwise:
- Customs exams, scans, and sampling ordered after arrival
- Storage, demurrage, and detention after free time
- Return, destruction, or re-export if goods are refused
- Licenses, CE testing, and product registration the seller did not finish
- Residential extras, waiting time, failed delivery, and insurance unless cover is booked
If you need any of those inside the all-in number, say so before cargo is packed. Xinhan Logistics cannot absorb an exam or a week of storage caused by late documents.
8. When a DDP Booking Is Refused
DDP is refused when cargo or paperwork cannot be cleared to the named place. Refusal in China is cheaper than a box sitting in a European terminal. Common triggers:
- Dangerous goods, including many lithium batteries, undeclared aerosols, and chemicals without a DG plan
- Sanctions, restricted parties, or dual-use items that need a license no one has
- Missing CE marking, declaration of conformity, or technical files on regulated goods
- No EORI, a mismatched company name, or a site that cannot receive freight
If the factory says the goods are not DG but the MSDS or battery UN number says otherwise, the booking follows the document.
9. EORI and EU Commercial Entry
An EORI number is normally required for commercial import into the EU. Send it with the importer’s legal name exactly as registered. Do not book sea DDP against a hoped-for number. Obtain the EORI while cargo is still in China. The United Kingdom is not an EU member state. UK DDP is a separate customs territory. Xinhan Logistics plans EU and UK files as separate working files.
10. Member-State VAT as a Planning Band
Import VAT is not one EU-wide percentage. The member state of import, the goods, and whether postponed accounting applies will change the cash collected at the border. For planning, standard rates in many member states often fall in a band of about 19 to 27 percent. Use that band to reserve cash. It is not legal advice. Tell Xinhan Logistics whether VAT stays inside DDP or the buyer will use a deferment or postponed scheme.
11. IOSS at a High Level for B2C
IOSS is an Import One-Stop Shop used in some B2C distance sales of low-value goods so VAT can be collected at sale rather than as a surprise at the door. It is a channel for consumer parcels, not a replacement for a B2B warehouse DDP plan. Xinhan Logistics needs the sales channel in the first briefing: B2B door, fulfilment intake, or consumer parcel. Do not assume DDP automatically includes IOSS. Name the channel so we can say if the cargo belongs on a commercial DDP working file.
12. Customs Duty Follows the HS Code
Duty is calculated from HS classification and customs value, not from ocean CBM. Send a plain-language product name, material, use, and model numbers. Xinhan Logistics cannot invent a classification from “parts” or “accessories.” Over-classifying wastes money. Under-classifying to cut duty is a compliance failure that can wipe out a DDP timeline. If goods are a set, say what is in the set. Put a real value on samples.
13. Documents Required Before Cargo Leaves China
Clean papers keep destination clearance in the 1 to 7 day band. Collect this set before pickup:
- Commercial invoice with seller, buyer, Incoterm, currency, prices, and total
- Packing list with carton count, weights, and packed dimensions
- Product description that can support HS, plus material and use
- EORI and importer legal name; MSDS or battery data if any hazard exists
- CE files if regulated; ISPM 15 marks if timber pallets or crates are used
If the invoice says FOB and the booking says DDP, fix it before the bill of lading is issued.
14. CE Marking and Product Files That Block Clearance
Many electrical, toy, PPE, and machinery products need CE marking and a declaration of conformity before they can be placed on the EU market. Missing CE is a common reason Xinhan Logistics refuses DDP. We can move cargo to a port or hold it for the buyer’s broker, but we will not promise DDP delivery of regulated goods that have no file. Send photos of the rating plate, the CE mark, and the declaration with the model list. Build the compliance pack in China, not after the vessel berths.
15. Dangerous Goods, Sanctions, and Restricted Parties
DG cargo needs a DG product, not a silent DDP line. Lithium batteries, power banks, e-scooters, aerosols, and paints are frequent problems on China-to-Europe files. If DG is acceptable on the lane, it is booked as DG with the right packing instruction and carrier acceptance. If it is not acceptable, DDP is refused. Hiding a battery in a carton of furniture is a reason for exam, fine, and storage. Sanctions and restricted-party screening apply to the buyer, the consignee, and certain goods.
16. LCL Versus FCL Inside a DDP Plan
LCL DDP is the usual working choice for a few cubic metres to a named warehouse. You pay for CBM in the consolidation, plus destination CFS handling that is often heavier than people expect. FCL DDP is the usual choice when cargo fills a meaningful share of a 20-foot or 40-foot container. FCL reduces touch points and can protect packaging. A half-empty 20-foot on a first order can cost more per unit than LCL. Xinhan Logistics will compare LCL and FCL on the same cargo data.
17. Sea DDP Packed-to-Door Transit Band
For planning, sea DDP from packed-in-China to a named European door often runs about 5 to 8 weeks. That band includes origin handling, export, ocean, destination terminal, clearance, and last-mile. The table is a planning-range working file only, not a live tariff and not a guarantee.

18. Air DDP Transit Band and Use Cases
Air DDP often runs about 5 to 12 days packed-to-door when space is available and the commodity is accepted. Use air for samples, launch stock, spare parts, and stock-out recovery, not as the default for bulky or low-value cartons. Chargeable weight (actual versus volumetric) drives the air number. Air DDP still needs EORI, invoice, HS, and product compliance. Faster planes do not fix a missing CE file. Tell Xinhan Logistics the ready date and the latest acceptable delivery date.
19. Destination Clearance When Papers Are Clean
When invoice, packing list, HS, EORI, and product files match the cargo, destination clearance often takes 1 to 7 days. Clean means the broker can file without writing back to China for a material, a model, or a missing page. If papers arrive after the cargo, the free-time clock is already running. Send draft invoice and packing list for check before origin gate-in. Xinhan Logistics would rather correct a description in China than correct it while the box is on demurrage in Antwerp or Hamburg.
20. Storage After Free Time Is a Cost Killer
Terminal, CFS, and warehouse free time is short. Once it ends, storage, demurrage, and detention can exceed the ocean freight on a small LCL file and can damage an FCL file in a few days. DDP does not include unlimited storage. If the named place cannot receive this week, say so before sailing so the plan can include a hold in China, not an unplanned European warehouse bill. A cheaper sailing that arrives into a closed warehouse is not cheaper.
21. Packaging That Protects the DDP Timeline
DDP fails in the last metre when cartons crush, pallets collapse, or marks do not match the packing list. Export cartons need a drop-resistant board grade and wrap that survives CFS handling on LCL. Marks should show destination, carton numbers, and gross weight that match the packing list. Wood pallets to Europe should follow ISPM 15. If the named place requires 1200 x 800 mm pallets or a max height, pack to that spec in China. Packaging is part of DDP, not a factory detail to ignore until a damage photo arrives.
22. Operational Mistakes That Break DDP
The repeated mistakes are predictable. The factory ships before the invoice is locked. The buyer sends an EORI for a different company than the delivery site. Product is described as gifts or samples with a token value. Batteries are omitted. CE is “coming later.” Two named places sit on one bill. The invoice Incoterm does not match the booking. Each of those can turn a 1 to 7 day clearance into storage. Xinhan Logistics would rather refuse DDP in China than discover the block after sailing.
23. How to Brief Xinhan Logistics for a Europe DDP Plan
Send one cargo working file. Include product name, packed carton dimensions and gross weight, origin city and factory ready date, named delivery place with unloading notes, EORI and importer legal name, HS or a detailed description, invoice Incoterm and value, and any battery, brand, wood, or CE issues. State whether VAT stays inside DDP or the buyer will use a postponed or deferment scheme. With that set, Xinhan Logistics can recommend a mode and can say when DDP is the wrong product. Finish the file in China. Then pack.
