What Documents Are Required for Amazon FBA Shipments from China?

Amazon FBA shipments from China need two document families at once: commercial shipping papers that satisfy China export and destination customs, and Amazon inbound files that satisfy a fulfillment center scanner. Sellers who only prepare FNSKU labels still cannot file an export declaration. Sellers who only prepare a bill of lading still get refused at the FC.

This 2026 guide lists the papers, how they connect, and where files usually break. It covers process, cost factors, transit time, DDP versus port delivery, LCL versus FCL, packaging, customs, and mistakes. Ranges are planning bands. Xinhan Logistics quotes named cargo. We will not sell a fake document fee as a government tariff.

If a paper tells a different unit count than the carton labels, you do not have a document set. You have an argument.

1. The commercial set: invoice, packing list, transport document

The commercial invoice names seller, buyer or importer of record, description, quantities, unit value, Incoterm, and origin. The packing list names carton counts, weights, and dimensions. The B/L or AWB is the transport contract and the arrival key.

Amazon’s FC address on the delivery order does not erase the need for an importer of record on the invoice.

2. The Amazon set: shipment ID, FNSKU, carton labels, box content

Create the inbound, print unit FNSKUs, print carton labels, submit box content. These files must count the same SKUs as the packing list. They are operational, not a substitute for customs descriptions.

Keep PDFs in one folder named with the shipment ID. WeChat screenshots of labels are how the wrong version gets printed.

  • Inbound shipment ID and FC code.
  • FNSKU print files for each variation.
  • Carton labels for this shipment only.
  • Box content or Amazon’s current equivalent data feed.

3. China export documents behind the invoice

The exporter files a declaration using invoice and packing list. Overlay catalogues may need licences. The buyer should send material and function notes so the exporter does not guess.

Routine general cargo often plans 1–3 working days for export release when papers match the cargo. Guessing makes it late.

4. Planning table: document versus who usually owns it

Ownership can shift with Incoterms. Write names, do not assume.

5. US ocean extras: ISF and importer security

ISF is not optional theatre for US ocean. It needs accurate seller, manufacturer, and cargo data before cutoff rules say so. FBA as delivery address does not waive it.

Late ISF is a fine and sometimes a delay. It is also a sign the document owner was never named.

6. Air waybill data that must match the invoice

Pieces, weight, and description on the AWB should be reconcilable with the packing list. Screening may add a physical step. Battery declarations belong with the AWB, not in a later email after rejection.

Do not put FNSKU-only descriptions on an AWB. Customs and airlines need English product names.

7. DDP document pack versus port delivery pack

DDP means the provider’s broker must receive a complete commercial set plus any power of attorney or importer setup the product requires. Port delivery means you or your broker must be ready the day the cargo arrives.

Buying DDP and then withholding the invoice because it is confidential is how DDP becomes storage.

8. LCL versus FCL paperwork differences

FCL: your seal, your VGM, your container number on the B/L. LCL: house B/L, CFS cutoffs, and a cargo that will be destuffed. Both still need the same commercial truth.

LCL sellers sometimes think documents can be casual because the cargo is small. Customs does not have a small cargo exemption for honesty.

9. Packaging documents: wood, batteries, and dangerous goods

ISPM-15 marks for regulated wood. MSDS, UN numbers, and packing certificates when DG applies. Amazon may also require extra prep documents for hazmat listings.

A lithium battery tucked in a toy carton still needs the battery conversation on the document set.

10. Customs classification papers

HTS or HS drafts, material breakdowns, and photos. FNSKU is not an HS code. If destination and origin classifications diverge wildly, expect questions.

Share the listing title and the actual function. Silent iron and steam iron are different conversations.

11. Cost of missing papers

Rolled vessels, air no-show charges, terminal storage, Amazon ineligible shipments, and relabel warehouses. The PDF you did not export on Thursday is an invoice on Monday.

12. Transit time and the document freeze date

Put a freeze date on the calendar before CY, CFS, or air warehouse cutoff. After freeze, quantity changes are a new file. Sellers who treat documents as a living Google Sheet during sailing create destination exams.

Air stacks of about 7–14 days to US FCs have no room for a three-day invoice debate.

13. Who is importer of record on FBA deliveries

Amazon is usually the delivery location, not automatically your IOR. The invoice should name the legal importer your structure uses: your US entity, a non-resident importer setup, or the DDP provider’s nominated party where lawful.

Do not put Amazon.com as importer because the FC is in Kentucky. That shortcut fails.

14. E-commerce invoices that customs will not accept

Bundle mystery SKUs, no material, value that is a round gift number, and trademarks you do not own. Brand authorization letters may be required for labeled goods.

If you sell a branded item, the document set includes IP reality, not only freight.

15. Common document mistakes on China FBA files

Packing list from the PI, not from the packed cargo. Carton labels from last inbound. Box content skipped. ISF with placeholder manufacturer. Two values: one for Amazon fees and one for customs.

Also: English descriptions that only say home goods for a mixed container of cosmetics and power banks.

16. How to reduce delays with a document SOP

Template the invoice description per SKU. Photograph packed cartons. Freeze counts. Submit box content the same day labels are applied. Send the broker the PDF set once, complete.

SOP beats heroics. FBA is repetitive on purpose.

17. Worked thinking example without fake rates

A first-time seller has FNSKUs printed but the invoice still says samples no commercial value for 400 cartons. Export may still leave China; destination will not treat it as a sample. Rewrite the invoice to the real transaction, then file.

Speed is a true invoice on day one, not a cute value.

18. EU and UK papers beyond the US checklist

EORI, VAT numbers, and sometimes IOSS or other schemes depending on the structure. Product compliance files (for example certain electronics or toys) can be asked at import. Copying a US invoice without VAT identity is not an EU document set.

Tell the forwarder the marketplace before they draft the entry story.

19. How Xinhan Logistics collects the file

We ask for invoice draft, packing list from packed cargo, FBA shipment ID, FC, battery status, and photos. We will say what is missing rather than booking a cutoff you cannot legally meet.

Send origin city and delivery FC with the PDFs so the transport document matches the Amazon destination.

20. What we will not put on a commercial invoice for you

A made-up HS, a decorative low value, or a product name that hides batteries. We can format. We cannot fiction.

If the factory’s invoice is wrong, fix it at origin. Destination creativity is storage.

21. Digital hygiene: versions, names, and who prints

Filename with shipment ID and date. One printer owner. A factory that reprints from an old email is a document failure with extra ink.

When Amazon regenerates carton labels, destroy the previous PDF. Two versions in one container is a scanner lottery.

22. After sailing: what you may still correct

Some transport fields can be amended with pain. Customs values and quantities are harder. Amazon box content after the cargo is ineligible is a different kind of pain. Do not plan on fixing it on the water.

If you find a true error, tell the forwarder the same hour. Silence until arrival makes exams worse.

23. Claims and reimbursements need the same papers

Damage and shortage files use packing photos, packing list, and delivery exceptions. Amazon reimbursement tickets use inbound shipment records. Keep both families.

A missing origin photo is not the carrier’s problem to invent.

24. Quote-time document list to send with the cargo card

Product name, packed dimensions, kg, origin city, FC, ready date, invoice draft if you have it, and battery yes/no. That is enough to say which extra certificates may apply.

Xinhan Logistics will then name LCL, FCL, air, or DDP against a file that can actually be cleared and received.

25. A one-page freeze checklist

Invoice matches packing list. Packing list matches labels. Labels match Seller Central. Transport document matches carton pieces. Battery papers attached if needed. IOR named. ISF timed for ocean US.

If any line is later, the truck is not late. The file is.

26. Authorization and identity papers that appear on branded FBA goods

If you are not the brand owner, destination customs or platforms may ask for authorization. A freight file that ignores trademarks will still move until it does not. Then it sits.

Amazon’s own brand-registry fights are separate from customs IP holds, but both can freeze cargo. Tell the forwarder if the goods are licensed, unlicensed, or private label.

Private label with your own brand is usually cleaner if the invoice names match the listing. Random factory brands printed under your FNSKU create questions.

27. How box content files and packing lists should be generated from one tally

One warehouse tally should feed both the customs packing list and Amazon box content. Two people counting twice is how you get 200 versus 210 units.

If the factory updates a carton after the tally, you need a new tally, not a hopeful edit in Seller Central. FBA inbound quantity is not a mood.

Xinhan Logistics prefers the tally from the place that applied the labels. That is usually the last physical truth.

28. Power of attorney, importer setup, and why they are documents too

DDP brokers need authority and importer data before cargo arrives. Sending the POA on the afternoon of ATA is how you buy storage. Set this up on the first PO, then reuse it.

If you use your own US or EU entity, have the tax IDs ready. If you do not, understand who the IOR is on the DDP product you bought. Do not discover this at the exam.

These papers are boring. Boring papers are what make FBA look fast.

29. Record retention after Amazon has received the units

Keep the commercial set and the Amazon set for the period your accountant and your claims process actually need. Reimbursement tickets can appear after everyone forgot the PO.

Filename with shipment ID beats invoice 3 final final. When staff change, the folder is the company memory.

If you switch forwarders, export the folder. Do not assume the old WeChat group will remain searchable.

30. What a complete document email looks like on booking day

Subject line with shipment ID and FC. Attachments: invoice, packing list, label PDF confirmation, battery declaration if any, packed photos, cargo card with CBM and kg. One email, not nine voice notes.

If a file is still draft, say draft in the filename and do not book cutoff against it. Draft at cutoff is late.
